The Constitution of Bangladesh recognizes education as a fundamental right of all citizens and directs the state to take effective measures to establish a people-oriented and universal education system through the same system and to eradicate illiteracy within the time frame prescribed by law.
In fulfillment of national and international commitments, the government created a non-formal education bureau in the revenue sector in April 2005. It is contributing a lot to the management and operation of non-formal education sub-sector at the national level and as a result literacy is spreading in the country in an organized manner. On the other hand, the government has passed the Non-Formal Education Act 2014 in the great National Assembly with the aim of strengthening the non-formal education sub-sector. The main objectives of the law are to provide literacy to the underprivileged, create lifelong learning opportunities, make a living through technical and vocational training, turn them into skilled human resources, create self-employment opportunities and create alternative education opportunities for out-of-school and drop-out children.
The Bureau of Non-Formal Education is the top institution for non-formal education at the national level. It has been providing professional leadership in prioritizing non-formal education as part of implementation of non-formal education policy framework and overall human resource development strategy. District Non-Formal Education Bureau has been formed in each district. Its office in Chattogram district is located at CGO Bulding-1, Agrabad. Its important task is to formulate and implement nationally adopted short and long term non-formal education programs in the district.
